MAYA BREAKS UTTAR PRADESH
Chief Minister Mayawati Will Move the Resolutions in the Uttar Pradesh Assembly on 21 November 2011 , to Split Uttar Pradesh in to Four or Five States.
The Bahujan Samaj Party led by Chief Minister Mayawati has the Majority in the Uttar Pradesh Assembly.
The Resolutions to Split Uttar Pradesh in to Small States will be passed by a Majority Vote.
The Constitutional Power to create the New States is that of the Parliament.
Mayawati will use the Assembly Resolution to communicate her Commitment to Re-Organisation of Uttar Pradesh in to Small States.
DIVERT FOCUS FROM GOVERNANCE
Mayawati will use the Assembly Resolution as the main Propaganda in the Assembly Elections.
Mayawati will thus Divert all the High-Voltage Opposition against her Governance, towards the Historic Splitting of the Gigantic Ungovernable Uttar Pradesh in to four or five Small Governable states.

Mayawati will Campaign in the Uttar Pradesh 2012 Assembly Elections, on the Propaganda of splitting Uttar Pradesh in to 4 or 5 Small States.

The Bahujan Samaj Party led by President Mayawati defeated the Mulayam Singh Yadav’s Samajwadi Party Government by winning a Clear Majority of 207 MLAs in the 403 MLAs Assembly.

PRESENT SCENARIO
In the undivided State of Uttar Pradesh Mayawati has 215 MLAs in the 403 MLAs Assembly. The Break Up in the proposed States is explained below.
Son-Bhadra Pradesh is a Tiny State in the South-East with just 4 Lok Sabha Seats.
The BSP is in a comfortable position not only in the Bundelkhand region, but in Western (Paschimanchal), Eastern (Purvanchal) and Central Uttar Pradesh (Uttar Pradesh) as well.
In 21 Assembly seats in Bundelkhand, the BSP presently holds 14 seats. Her rival, the Samajwadi Party ( SP) has five seats and the Congress has two. The BJP has none.
In Western Uttar Pradesh, out of 89 seats, the BSP presently has 42 seats against 11 seats of the SP. The RLD has 10 seats and the BJP has 14. The Congress has two seats.
In 83 seats in Poorvanchal (if Bahraich, Mau and Chandauli are included), the BSP has 44 MLAs now while the SP has 23. There are 10 MLAs of the BJP and three of the Congress.
In Central Uttar Pradesh, out of 158 seats (if Farrukhabad, Bulandshahr and Kanpur are included), the BSP holds 82 Assembly constituencies whereas the SP has 33, the BJP has 21 seats and the Congress has 12.
CONSTITUTION
Mayawati has already written to the Prime Minister stating that, the State Government would get a Resolution passed in the Assembly, with a majority vote, to create the Five States, as soon as the UPA Government sends the Bill to be tabled in Parliament.
Mayawati is following the Constitution.
MODUS OPERANDI FOR NEW STATE
The Union Home Ministry must prepare the Bill, send it to the Law Ministry.
The Law Ministry will vet the Bil and send it back to the Home Ministry.
The Cabinet will approve the Bill and send it to the Rashtrapati for approval.
The Rashtrapati will send the Bill to the Uttar Pradesh Government to know the View of the State.
The Chief Minister will move a Resolution in the Assembly to enable MLAs to discuss the Bill. The Assembly will communicate the VIEW to the Rashtrapati.
The Union Cabinet will move the Bill to get it passed, in the Lok Sabha.
The Rashtrapati will Sign the Approval.
Gigantic Uttar Pradesh will thus become Five Smaller States.
MAYA MANTRA
Mayawati will campaign to explain to the voters that:
The huge State is unwieldy, difficult to govern, impossible to prevent crime-gangsterism, incapable of the different Castes capturing Power and will not fulfill the economic aspirations of the different Regions.
The Cropping Patterns, Economies, dialects, living style, food, attitude and Caste Domination in the 5 Regions is uniquely different.
Reshaping in to 5 States will facilitate 5 Chief Ministers from the five major demographic sections of the electorate. Dalit. Jat. Thakur. OBC. Brahmin.
Mayawati will attack the Congress Party for not Initiating the Process of dividing Uttar Pradesh in to 5 Small States.
Mayawati will strike an emotional chord among all the castes and in all the Regions.
CONGRESS WANTS UNDIVIDED U.P.
Congress Party is against splitting the State in to 4 or 5 States.
The Congress Party feels that the political clout of its National Leadership will diminish.
Now they represent a State with 80 MPs. They do not want to be reduced to a puny State.
Sonia and Rahul will have to articulate a convincing campaign, to prevent hostility against the Congress Party in the Five Regions.
If the Congress Party is adamant in not Reorganising Uttar Pradesh and is unable to satiate the Regional Aspirations for the New States, then the Congress Party Tally will fall from 21 MLAs to less than 9 MLAs in the 403 MLAs Assembly.
MULAYAM MASSACRE
Mulayam Singh Yadav is keen on not dividing Uttar Pradesh in to 4 or 5 States.
Mulayam would be confined to just One of the Five States, from which he hails.
Mulayam’s Samajwadi Party will not get even 5% of the Votes, in the other Four states of the Split Uttar Pradesh.
Mulayam will lose miserably in his Home Region too, because the Voters would prefer Statehood for the Region and Mulayam is opposed to that.
Mulayam will thus get completely Massacred in the next Assembly Elections, to probably win less than 40 of the 403 Assembly Constituencies.
BJP DILEMMA
In the undivided State, the BJP will get wiped out, if it Opposes the Mayawati Plan to split Uttar Pradesh.
If the BJP articulates support for splitting U.P. in to 4 or 5 States, then the BJP will almost increase its tally to 100 MLAs, in the 403 MLAs Assembly.
BIG & SMALL
In any case, the Next Assembly Elections will be held to capture the Government of the undivided Uttar Pradesh.
If at all Uttar Pradesh is re-organised in to 4 or 5 Small States, then it would happen after the Assembly Elections to be held in 2012.
If the BJP supports the splitting of Uttar Pradesh in to Small States, then Mayawati will win about 200 Seats in the 403 Seats Assembly.
If the BJP joins the Congress Party and the Samajwadi Party in opposing the splitting of the Huge State of Uttar Pradesh, then Mayawati will win about 300 Seats in the 403 Seats Assembly.
FINISHLINE
Mayawati is definitely heading for a Majority Victory in the Next Assembly Elections, with the Propaganda of Splitting Uttar Pradesh in to Small States.
The BSP’s Elephant Symbol trumpeting the "Split U.P." Propaganda, will ferociously trample Mulayam’s Cycle, Gadkari’s’s Lotus and Sonia’s Hand, to once again capture the Uttar Pradesh Government.
